White paper demanded on farmers suicide and mining scam in Orissa

By Akhand in Bhubaneswar, India

Odisha government should bring out a White paper on the continuous farmers’ suicide and mining scam in the state. The Janata Vikash Manch along with other organizations of the civil society will submit a memorandum to the State governor on December 10, on the Human Rights Day, to plea the Centre and direct the State government to immediately offer relief package to the farmers committing suicides and  book all the guilty involved in the mining scam.

In an interactive session on the `Farmers suicide and mining scam’ in Odisha  jointly organized by JVM and Agragamee on November 29th, the participants in the discussion have asked the state government to make it public the number of farmers who have committed suicides and what are the steps government has taken to check these suicides in future. “The state should immediately bring out a white paper on the farmers’ suicide and mining scam”, JVM members demanded.

Intervening in the debate, Pravin Patel, director, Tribal Welfare Society (TWS) said that Odisha has become a state of scams. A series of scams have taken place in the state, the latest one being the mining scam. The funds which should have been gone to the state exchequer have been cornered by the scamsters, he said.

Patel said that the weak financial condition is one of the main reasons for the state government not able to allocate adequate funds for the agricultural section which has hit the poor and marginal farmers badly.  “Both the farmers suicide and the mining scams are inter-related. Because of the scams like in the mining sector, the farmers are still poor resulting into their committing suicides”, he said.

It was decided in the meeting that JVM along with Odisha Nagrik Manch (ONAM), Agragamee and all other members of the civil society will submit a memorandum to the state governor on both the burning issues to the State governor on December 10,, the human rights day. Memorandum will request the governor to intervene in both the issues for its immediate solution.

Chairing the meeting, Dr Bhagban Prakash said that the globalization has badly affected the agricultural sector. The farmers are facing problems wherever the new methods of farming were introduced. “Wherever, the farmers are following the organic style of farming, not a single case of farmer’s suicide has been reported”, he said.

Holding the land holding pattern responsible for the suicides, Trilochan Tripathy, a farmer said that the land in the state is largely owned by the Brahmin and Kayasthas who lease their land to the landless poor and marginal farmers. These farmers have to pay 50% of the yields to the land owners which is not  a financially viable arrangement. They also do not get other facilities from the government as the land leasing arrangement is not on paper, he said.

A ten member committee was formed in the meeting to prepare a plan of action on how to steer this movement for the welfare of the farmers and to recover all the money from the scamsters in the mining scam. Dr Bhagban Prakash will chair this committee.

HIV affected woman lives a self esteemed life in India

Rajesh Behera in Kendrapara , Orissa, India

A case has come to the fore, where an AIDs affected woman,Snehalata, shown a light to the other affected persons by living a self esteemed life till the last breathe despite they were reeling from killer disease AIDS . The case of Snehalata speaks about the HIV-infected young widow’s days of suffering have now become a thing of past.

Meet the 35 years old HIV /AIDs affected woman, Snehalata Behera, a resident of perinially backward Laxminarayanpur village, who has been leading a life of normal despite the fact that she has been suffering from the killer disease since 2002  .Not that Minati was not facing all odds after her spouse died in the killer disease and she was diagnosed HIV affected .Even ,She was earlier made an attempt  to end her life as destiny had played cruel joke upon her. But ,she did not lose heart despite her falling health and myriad of obstacles, being  confidence over her will power , she has now over come with all odds and is leading a respectful life by discharging her duty as an Angwanwadi worker only due to the cooperation and support provided by her fellow villagers and Mahendra Singh, the Sarpanch of Laxminarayanpur .

When Mahendra Singh ,the sarpanch of Laxminarayanpur gram panchayat and members of the Self Help Group  launched an awareness campaign on HIV/AIDS many villagers looked at them with suspicion. Undeterred, they carried on their good work and could succeed in giving the HIV affected Snehalata as an Anganwadi worker’s job in the local Anganwadi center .According to Snehalata , while her spouse Akhaya was working in Mumbai he came in contact with the killer virus .Later her infected husband died of AIDS in2002  The disease was transmitted to her by the deceased husband as she had kept physical relationship with her spouse.

Being optimism and self-confidence, Snehalata is now successfully discharging the duty of a helper in local Anganwadi centre and earning Rs 750 a month. Besides, she receives Rs. 200-a-month Madhu Babu Pension earmarked for AIDS patients. The amount that she earns compensates her needs to support the nine year old  son Kanha. The killer disease has, however, spared her only child.

The inhabitants of Laxminarayanpur who were keeping a distance from Minati are now socially accepted her. With fallacy and narrow belief wiping out and increasing in awareness over the killer disease, the village Palli Sabha took the leading role  in recruiting Minati in the local Anganwadi centre. She cooks food for infants in the centre and children enjoy the diet everyday.

The case of Snehalata has given a ray of light that people have begun slowly giving up superstitious belief attached with the disease. This is due to perceptible change in mindset and increased awareness level.

“The Anti Retroval Therapy ,which aimed at increasing immunity resistance of HIV carriers ,is eluding majority of diseased persons. The delayed Red Cross transit allowance sanction stands as a hurdle for many as they could hardly afford the cost to move to MKCG medical college hostel in Berhampur for ART administration. Besides many rued that Rs. 200 Madhu Babu monthly pension is getting reduced as bankers are deducting Rs. 50 towards collection charge of outstation cheques. The Rs. 10,000 National Family Benefit Scheme has eluded many whose near and dear one died of AIDS. For majority of HIV/AIDS carriers, it’s a grim struggle for survival as many are yet to be enumerated as BPL families”,alleged Snehalata, the AIDS affected widow.

The graph of virus carriers is on steady rise as coastal Kendrapar district .  An estimated 253 persons including children and women have been diagnosed carrying HIV-AIDS virus where as 73 persons died from the district after reeling under the killer disease.
