K.Sudhakar patnaik in Koraput, Orissa

Tension mounting at Narayanpatna Block in  Koraput District from the past
one weak when the police opened fire and killed three persons which includes
Chasi Mulia Adibasi Sangh president Kendruka Singanna and Andru Nachika.

The other one whose name not yet disclosed died with bullet injuries on the
same particular day in the near by field, his dead body is missing.  About
15 persons sustained bullet injuries out of which 10 tribals are in serious
condition, they badly need of medical assistance. The police taken to
custody on Sunday last Raju Huika, Dora Nachika, Masi Sirka, Ramesh Khosla,
Kumudini Dora, Debendra Behera and Satyanarayan Bangu.  Many more members of
CMAS from Narayanpatna are taking shelter in side the forest to avoid the
police harassment and arrest.  In the min time the Government declared shoot
at site orders on Nachika Linga who is the leader of the CMAS according to
the Local TV Channel.  A fact finding team of Narayanpatna firing on CMAS
visited few number of villages on Saturday and Sunday last.  The fact
finding team met 3 persons who have received bullet injuries.  A boy of 18
years received two bullet injuries in his leg and in the same village
another person has a bullet injuries where in the bullet is still lodged in
his hip.  Yet another person of that village has a bullet wound which
whisked past his left calf and left a slit which needs immediate stitch.  An
old man of another village has received a bullet injuries in his left hand.
This person was marketing dry fish near the police station.  Apart from the
people told to the fact finding team that about 25 others have also receive
bullet injuries and are hiding none of these person are able to get medical
help.  The police is so inhuman that while the team was about to go to hotel
for lunch at about 3:00 pm they stopped the vehicle in which the team
members were traveling and started interrogating one after the other.
Surprisingly the police officials (Jaggarnath Rao, D.S.P and Sarat Sahu,
Inspector in Charge) are well aware the members of the team.  All people
whom the fact finding team met in the last two days (21st and 22nd
November) are under a fear psychosis that the police would kill every
tribal and all members of CMAS.  There is fear in their eyes as they spoke
to the fact finding team members.  They asked, “what should we do when the
police comes to our village?”.  The women stated that they have been warned
if they fail to handover the male members of their families to the police
they would be raped indiscriminately.  The fact finding team also observed
that the local media persons have not been reporting the truth behind
several facts of the firing incident and are tracking movement of other
reporters and fact finding teams visiting the area, they are conveying the
information to the local police force.  The team felt very strongly that the
media person doing this with malafide intension.  It is true that on 20th
November’ 2009 about 200 CMAS members including 100 women came to
Narayanpatna Police Station to protest against harassments of tribals
particularly women during Cumbing operation by special armed constabulary.
They reached police station at around 2:00 pm and since the two gates of
the police station were closed, they called the Office in Charge for
discussion.  The police naturally did not respond and show the members of
the CMAS including Kendruka Singanna broke open the lock of the small side
gate of the police compound with an axe and met the OIC Gouranga Charana
Sahu.  There was heated exchange in between the OIC and Singanna.  The OIC
began to shout that he was been attack by CMAS leaders.  He ordered the
police to start firing, the police fired 3 round in the air and then began
to indiscriminately fire at the crowed standing out side the police
compound.  It was about 2:45 pm hearing the sound of firing Singanna and
other came out of the police station.  Singanna was hit in his chest while
he was walking out the police compound he received 10 bullet in his chest
and fell infront of the police gate.  Andru Nachika of Bhaliaput village
received bullet injuries and fell down out side the police compound.  Their
bodies were left there by CMAS members and ran away from the spot.  The
police neither use tear gas nor rubber bullets to disperse the mob to avert
police firing.   The fact finding team comprising K. Sudhakar patnaik :

Sand art on Farmer’s suicide in Orissa

By Rajesh Kumar Behera

A 24 years old  rustic youth of nondescript riverside Gopinathpursasan village under Mahakalapada block on Monday erected a five feet high sand art on the debt ridden farmers’ suicide  in the state  in his native village with an aim to pay homage to departed souls and also to inform  his fellow villagers and the nearby locals about the  ongoing suicides of the debt ridden farmers in the state as the villagers  used to remain in dark following most of the families sans television .

Ballav Mohapatra has portrayed the suicide of the debt ridden farmers of the state  by collecting river sand from the bank of river Luna.

In order to erect the art ,he faced a lot of problems . It is more difficult to build the memorial with the images of many farmers in river sand as it took more hours to mould the sand. But, it is easier to build sand sculptor in sea sand, added Ballav

According to Ballav, “ I decided to build sand images of farmers ,who ended their lives in the state untimely , to  pay homage to the departed souls of  debt ridden farmers and also to  pull the attention of the state government to mitigate the woes of millions of farmers. To construct the five foot long sand art on farmers’ suicide , it took two days .”, said Ballava Mohapatra the sand artist of Gopiunathpusasan.

Hundreds of curious villagers from nearby areas thronged to Gopinathpursasan to take a glimpse of the lively sand art made by their fellow village lad  on farmer’s suicide.

According to one Pradipta Kumar Pani, a resident of Ostarpur,” earlier we did not know that due to crop loss the  debt ridden farmers’ of the state are now forced to take drastic step by ending their life . As most of the villagers are farmers ,they used to work on  the field from the dawn to dusk . And later returning from the field , they used to play cards in the village to freshen themselves from tiredness. Another thing is that only a  dozen of families have  television . So there is little scope to know the ongoing happenings on the state and major issues of the state .But we came about the gravity of the farmers’ suicide after we witness a sand art erected by Ballav Mohapatra at Gopinathpursasan village”

The 24 year old youth’s  iron determination ,strong will power, hard work  and the lively creation  which depicts in his every creativity and  differ from each other might have been able to create his own identity in the sand sculpture field in the coming days ,added the  locals after witnessing his sand art on farmer’s suicide.

According to Ballav Mohapatra, when he was studying in class 8th  he had gone to Paradeep to see the beach festival .There he came in contact with the icon of  sand sculptor ,Sudarshan Pattanaik ,who along with his team were portraying  a lively art on the beach of Paradeep. He was influenced with the art and had developed an interest towards the said art. From that day onwards ,being inspired by the artist and his artistic creation, he did not look back and started his  sand art by taking  Sudarshan Pattnaik  as his ideal and  mentor in his heart.

Remembering the past Ballava said that when he was moving in the Daman sea beach after completing his duty hour  from the hotel he saw three little girl children were portraying an image in the sand but unfortunately every time the sand heap was falling before the image was completed. He went  there and erected the image for them  and from that day  onwards he had started creating sand image in the sandy beach of Daman.

Some of his arts ,which got reorganization and won laurels for his won in other states but not at his own state  ,were the 1999 Super cyclone at Orissa coast, scene of Tsunami , Jagannath Puri,  10 feet long image of Saibaba, Olive Ridley Sea turtle laying eggs ,the sand image of Mahatma Gandhi. Mesmerised by the beautiful creation, tourists and onlookers feel that it is a rare re- creation of the originals, which was the best reward to me in this field, said Ballav .

“Many print media and electronics media has also covered my art in their respective medias at Daman .But I have recently returned to my native as I have not got any work there after I lost job in the hotel”, said Ballav.

His ability in creating lively art in sand is no means less attractive and sub-standard  than the noted sand artists of the country. But ,ironically , he is yet to come to the limelight  as he does not get an opportunity and  co-operation from any government and non-government organization which can promote him and explore his talents . As he does not belong from a well-to- do family, he is unable to participate in competition ,which are organized in outside the state. If  he gets opportunity  in the field ,then he will  achieve success for his own as well as for the state and will manage to get accolades and admiration from all quarters, said the local art lovers .

The impacts of his sculptures are always amazing and all elements are represented in his sculpture, said the locals artisans. It is strange to know that Ballav has learnt the sand art by practicing his own self not by undergoing any  training or tips from anybody.

His long cherished dream  to become an Internationally acclaimed sand artist like Sudarshana Patnaik

India remembers 26/11 terrorist attack on Mumbai, but is the Orissa coast well protected?

Akhand in Bhubaneswar and Rajesh Kumar Behera in Kendrapara

Though a year is going to be completed to the 26/11 terrorists attack on Mumbai, but is the state coast well protected after a year of the Mumbai terrorist attack. Now it has become a million dollar question

If sources are to be believed, except setting up some marine police stations in the coastal districts of the state aftermath the 26/11 terrorist attack, the state government has not done a little to enhance coastal security.

According to intellectual masses, Orissa has one of the largest coastlines, stretching over 480 kms along the Bay of Bengal. The coastal districts of Orissa are more prone to attacks from the sea as they house some important defence establishments of the country and world-class monuments like Jagannath and Konark temples. The defence units include Integrated Test Range (ITR) at Chandipur, Proof and Experimental Establishment (PXE) and Military Engineering Services (MES) at Chandipur, Air Defence College at Gopalpur and Defence Radar Centres at Dhamra, Mahakalapada, Chandrabhaga and Gopalpur are not adequately secured in a way. But, as regards the security measures taken to plug any illegal and terror related influx from outside, there are still many question marks following in the past when fishing vessels from Myamar, Thailand and most frequently from Bangladesh were seized by the forest authorities or the coast guard.

Still a threat is looming large over the fate of Orissa coast, especially in Kendrapara, as it is one of the vulnerable point regarding unabated exodus of Bangaldeshi immigrants round the year

Though 26/11 terrorist attack on Mumbai was an eye opener for the state government to enhance coastal security at several vulnerable points of the coast but the state machineries except setting up marine police stations have failed to provide modern sophisticated gadgets and sea worthy vessels to the khaki clad personnel of marine police station  to enter into deep sea to curb down illegal infiltration and terrorist attack.

According to a senior police official of the district, though the central government has provided sea worthy vessels to the coastal district ,but the police department is in search of a retired Naval officer ,who can able to drive the vessel in the sea for taking the marine cops to sea. This is not the case in the coastal Kendrapara district , rather such problems persists in most of the coastal districts. Another hindrance in enhancing coastal security is that though the state government in a hurry set up marine police stations in six coastal districts, but several posts are laying vacant in  marine police stations of the district.

Most of the police personnel of Marine police stations are yet to undergo costal security training ,but they were allegedly become the in-charge of the marine police stations, informed a reliable sources.

The coast passing along Kendrapara surprises many often as the illegal influx of Bangladeshis allegedly continues till date though the security has been enhanced by marine police authority, coast guard authority and forest officials of Bhitarkanika  .

“It has become a difficult task for the marine police  and forest officials to identify the Bangla immigrants as the illegal immigrants concealed   their nationality and posed themselves owing their origin  from Midnapur in West Bengal. With the immigrants bearing the striking similarity in physical appearance and mother tongue   with that of  the locals managed to land here in the coastal  pockets of Rajnagar,Mahakalpada and pattamundai blocks. “,stated a forest personnel of Bhitarkanika National Park.

Though the Coast Guard personals are monitoring the Orissa coast in Bay of Bengal  keeping in view on the basis of threat perception of cross border activities and the intrude of Bangladeshis into coastal pockets of Mahakalapada and Rajnagar block .But ,the roll of Coast Guard is limited ,informed official sources.

Experts strongly feel that the said migrants are the baseline informers for their native perpetrators of unrest. The situation is indeed pathetic and if any outside elements design some  plot, often they could enjoy a walk-over in the Orissa coast. So it is high time for the state government to think and act accordingly to ensure strict  security on coast to protect the major establishments that were established near the coast  ,before it would be too late .
