The Crime Branch personnel of the state is going to investigate the sinking off the Mongolian bound ship MV.Black Rose, which was sank off  on 9th  September near the Paradip port, by visiting Mongolia very shortly , informed official sources on Tuesday.  .

Notably, after the ship sank off near the Paradip a hue and cry was made by various  trade unions and they  demanded before the state government to hand over the investigation of the sinking off the Black Rose ship case  to Crime Branch

The Marine police of Paradeep on last 10th October filed cases against the owner, manager and the charter of the Mongolian bound  sunken ship” Black Rose” on the charges of furnishing forged and fabricated insurance papers and other documents to anchor the Mongolian ship Black Rose in the Paradeep port after the Secretary of Paradeep Port Trust , Pravat Kumar Nanda lodged an FIR in the Marine police station, said Tejraj Patel, the IIC  of marine police station Paradeep.

Marine Police  registered a  case under sections- 419(Punishment for cheating by personation), 467 ( forgery of valuable security etc.) and 471 ( Using as genuine a forged document) against the ship owner Singapore based Black Rose Maritime Ltd , Pacmar Shipping Private Ltd and the Hong Kong based charter of the ship Devi Trading Co Ltd . The police is also  investigating the role of SeaTrans Marine Limited ,the local agent of the ship ,and some employees of Paradeep Port Trust (PPT) who allowed a 32 year old ship with forged and fabricated documents to anchor in the port, added Patel.

The PPT authorities earlier filed an FIR against the Singapore based Black Rose Maritime Ltd, Pacmar Shipping Private Ltd. Hong Kong s Devi Trading Co Ltd and local agent Sea Trans Marine Ltd and alleged that the ship owner filed forged insurance papers and the manager, charter and the agent were aware about the forged documents, said the police officer.

After the vessel capsized near the port of Paradip on 9th  September , the vessels owner Pacmar Shipping and the P&I club admitted that the certificate had been issued for a sister vessel. The 37,657dwt Black Rose was registered with the UK South of England P&I Club until April 2009, but the owner decided not to renew it, as they said they were sending the ship for scrapping. The company then used the certificate of another ship they registered with the Toros Pearl, and cannibalised it fraudulently to insure the Black Rose.

The sinking off the Mongolian ship Black Rose near the Paradip port without any valid insurance and other documents on 9th  September has exposed the loopholes in the shipping laws and regulations  India, alleged  leaders of Paradip –based Trade Union.
