11 CRPF personnel killed in naxal attack in Maharashtra

Eleven Central Reserve Police Force, CRPF personnel were today killed and 29 others injured when a bus they were travelling in, was blown up in a landmine blast trigerred by Naxalites in Gadchiroli district of Maharashtra. CRPF officials told our correspondent in New Delhi,the troops were going to Gatta for duty from Pushtola around noon when the blast took place killing them on-the-spot. They said that a helicopter and a reinforcement team have been rushed to-the-spot. The officials said the exact number of security personnel travelling in the bus was not immediately known and the toll could go up. The troops belonging to the 192nd battalion of the force were deployed in the area.

CRPF Chief K Vijay Kumar, who is on a tour of Maharashtra, was in Gadchiroli area after he started from Nagpur this morning. He would be visiting the blast site.

Rehabilitation Package for Displaced Persons

The land acquisition for National Highways is done under the provisions of the National Highways Act, 1956 which involves due consultation with the stake holders as per the provisions of the Act. Highways are linear projects that involve widening of existing roads and opening of new road for bypasses, and have a long and narrow corridor of impact. The linear acquisition of land results in minimal displacement of families and loss of livelihood. On the other hand, development of highways results in the socio-economic development of the area, ultimately benefiting the local population.

Relevant provisions of National Policy on Rehabilitation and Resettlement, 2007 in relation to Land Acquisition of National Highways provides that in case of linear acquisitions, in projects relating to railway lines, highways, transmission lines, laying of pipelines and other such projects wherein only a narrow stretch of land is acquired for the purpose of the project is utilized for right of ways, each khatedar in the affected family shall be offered by the acquiring body an ex-gratia payment of such amount as the appropriate Government may decide but not less than twenty thousand rupees, in addition to the compensation or any other benefits due under the Act or programme or scheme under which the land, house or other property is acquired. Provided that, if as a result of such land acquisition, the land-holder becomes landless or is reduced to the status of a ‘small’ or ‘marginal’ farmer, other rehabilitation and resettlement benefits available under this policy shall also be extended to such affected family.

This information was given by the Minister of State of Road Transport and Highways Shri Jitin Prasada, in a written reply in Rajya Sabha today.

Teen stabbed by Naxals looking for his father

He was 15, and he was alone at home when they came looking for his father.  The Naxals – there were reportedly 30 of them – tied his wrists together, and then they went at him with a knife. He bled to death, near his house in a small village on the Orissa-Bengal border.

The Naxals reportedly wanted to punish the boy’s father, who they suspect is a police informant.

The Handibhanga village in Orissa’s Mayurbhanj district lies in Naxal heartland. Five days ago, two Naxals were arrested here.

As revenge, the Naxals set the Home Guard’s house on fire. The Home Guard, or Gram Rakshi, is the village policeman who is given a daily allowance. The Naxals believed that he had provided the local police with the information that led to the arrests of their comrades.

HM meets CSs, DGPs of naxal affected states in India

The Home Minister reviewed the situation in the five most naxal affected States in New Delhi on Thursday. Operational matters and availability of forces and their deployment were discussed at the day long meeting of Chief Secretaries and DGPs of Chhattisgarh, Jharkhand, Orissa, Bihar and Maharashtra. According to sources, the Centre has already made available about 50,000 central paramilitary forces in these states to fight the menace. Mr. Chidamabaram is also understood to have taken stock of development programmes to be carried out by the state governments in the Maoist-dominated areas once they are freed from the clutches of Naxals through operations. The meeting assumes significance as it comes immediately after the Jharkhand Assembly elections which delayed the much awaited large-scale coordinated anti-Naxal operations in the states. Sources said the Centre has already made available about 50,000 central paramilitary forces in these states.

Orissa combing team raids Maoists hideout, five held

Rourkela (Orissa): Security forces manning the western police range of Orissa, on Thursday arrested five armed militants of the outlawed CPI (Maoists) in Sundargarh district.

The leftwing ultras were arrested during a combing operation jointly carried out by the Special Operation Group Jawans of the State Police and Central Para-Military Forces.

Police sources said that basing on intelligence inputs; a special team raided their hideouts and arrested five while few others managed to escape.

“Two of them were village quacks. They used to frequent Maoist camps and help them. They had a hand in several disruptive activities in the area,” sources added.

The police are now interrogating those arrested about their activities.

Meanwhile, police tribals in Sundargarh are in a mood to confront Maoists. The police have taken benefit of this sentiment and have started running a combing operation against the Maoists for the past one week.

Around 1000 villagers, with their bows, arrows, axes and shovels, are keeping them company.

“People have realised they need development and it is the administration, not the Maoists who can help them,” said Rourkela SP Diptesh Pattanaik.
