Externally Aided Projects Makes Head Way in Odisha

Externally Aided Projects (EAP) have made a head way in Odisha recording an utilization of 111 % of plan
outlay during 2011-12. This has come to light in a high level review meeting held under the Chairmanship of Chief
Secretary Sri Bijay Kumar Patnaik in secretariat conference hall recently. Data presented in meeting reveal that a total
of 10 EAPs with plan outlay of about Rs.510 Cr have been implemented in the state during 2011-12 against which
the total utilization has been more than Rs.564 Cr.
The major EAPs put to the service of people include Odisha Forestry Sector Development Projects (
OFSDP ) with JICA support , Odisha Health Sector Plan ( OHSP) with DFID support, Odisha Integrated Sanitation
Improvement Project( OISIP) with JICA support, Targeted Rural Initiatives for Poverty Termination & Infrastructure
( TRIPTI ) with World Bank support, Odisha Tribal Empowerment & Livelihood Programme ( OTELP) with
IFAD/WFP support, Rengali Irrigation project with JICA support, National Hydrology Project ( NHP) with World
Bank support, Odisha Integrated Irrigated Agriculture & Water Management Project ( OIIAWMP ) with support of
Asian Development Bank, Odisha Community Tanks Management Project ( OCTMP) with World bank support and
Odisha State Roads Project ( OSRP) with World Bank support. Many of these programmes are scheduled to be
completed during 2014-15, 2015-16 and 2017-18.
Discussions in the meeting reveal that because of Governmental initiatives three new EAPS have been
pushed in pipeline. Theses are Odisha Urban Infrastructure Development Fund proposed to be supported by KFW
Germany, Odisha Modernizing Economy Governance & Administration to be supported by DFID and Dam
Rehabilitation Improvement Project proposed to be supported by World Bank. Theses projects are expected to come
up during current financial year with a total plan outlay of around Rs 52 Cr.. Apart from theses new projects , the
above cited 10 projects will be continued during 2012-13. The Plan outlay for OFSDP has been Rs.90 Cr. for OSHP
Rs.62 Cr. for Nutrition operation Plan Rs. 63Cr , for OISIP Rs.75 Cr. , for TRIPTI Rs. 100 Cr. , for OTELP Rs. 50
Cr., for Rengali Irrigation project Rs. 52Cr., for National Hydrology Project Rs. 11 Cr., for OIIAWMP Rs. 150 Cr.,
for OCTMP Rs. 52 Cr. for OSRP Rs. 105 Cr.
The major interventions under OFSDP include natural and artificial regeneration of forests, mangrove
plantation, casuarina plantation, eco-cottages for development eco-tourism, biodiversity management, solar fences to
reduce man animal conflict livelihood improvement programmes of forest dwellers and tribal people. Similarly, the
major works in OHSDP include provision of ambulances, distribution of Malaria bed nets in high endemic areas,
construction of Ayurvedic and Homeopathic dispensaries, creation of training and residence infrastructure in remote
areas, monitoring delivery of health services at ANM level through mobile connectivity, establishment of cardiac labs
in capital hospital etc. Base line Survey on nutrition has been completed in 20 districts and Mothers Committee
assessment has also been completed. In TRIPTI Situational Analysis ( SA) of poverty and infrastructure has been
completed in 977 Gram Panchayats and 1219027 poor families along with 368445 unemployed rural youths have
been identified for upliftment through various interventions. 159072 left out households have been mobilized in to
SHG fold and 13779 new SHGs have been formed in SA completed GPs. In OTELP, major achievement has been
development of micro watersheds, capacity building of the people in project area, their empowerment and livelihood
enhancement.
Chief Secretary has directed that appropriate manpower should be put in place while establishing Intensive
Care Units in hospitals. The OTELP authorities have been directed to complete the project by 2014-15 by
intensifying different activities in implementation phase. Water Resource Department has been asked to finalize the
tender document during the rainy season so that real work can be taken up at the beginning of working season.The

Kerala HC grants bail to two Italian marines

The Kerala High Court has granted conditional bail to two Italian Marines, Lattorre Massimiliano and Salvatore Girone, who shot dead two fishermen on February 15.

Justice N K Balakrishnan directed the Italian marines to execute a bond of one crore rupees each with two Indian solvent sureties for the like sum.

The Judge also directed the petitioners to surrender their passports before the Magistrate’s court at Kollam and added that they should report daily to the Kochi City Police Commissioner and make themselves available as and when required by him.

The sureties also should not leave the state of Kerala without the permission of the concerned Court.

The Judge ordered that as a matter of abundant caution, the sea port and other authorities should be informed to prevent the accused from leaving the country.

Odisha: Export Promotion and Support to Micro Small & Medium Enterprises emphasized

Having achieved a record time growth in export performance of the state, Govt has initiated steps for
boosting it up with augmented support to Micro Small & Medium Enterprises as down stream industries. Chief
Secretary Sri Bijay Kumar Patnaik has emphasized on development Sector Specific Industrial Parks, Mega Food
Parks, Incubation Centers and IT parks in different parts of the state while presiding over a high level meeting held
in Secretariat conference hall recently. Discussions in the meeting reveal that export performance of the state
has reached a record time growth in 2010-11 with export of different products of worth more than Rs.17098 Cr.
Available data shows the cost of total export in the year 2006-07 was around Rs. Rs.12837 Cr which rose up to
Rs.14644 Cr. in 2008-09. The Major exports include Mineral products, Electronics products, Metallurgical
products, Engineering, Chemical & Allied products, Handloom & Textile products, Agriculture & Forest Produces,
Pharmaceutical products, Handicrafts, Gems & Jewelries and Service Providers.
The meeting decided to set up those projects which will boost up both the export and MS&ME in the
state. A bunch of such projects identified by Govt in consultation with various professional organizations and
consultancy agencies like FIEO, FICCI and I L & FS were discussed in the meeting. The major proposals
initiated by Govt include Almunium Park at Angul as a joint venture between IDCO and NALCO. This park will
support a number of downstream industries using molten alumina which will be made available from smelter of
NALCO. The Park is proposed to be developed over 400 Acers of land. Similarly, pre project activities have
been taken up for putting up a dedicated Plastic Park at Paradeep over an area of 150 Acers where feedstock
required for downstream industries will come from IOCL. One Incubation Center in IT has been proposed by
IDCO in the notified SEZ ( info-valley ) area at Goudakashipur, Khurda over an area of 15000 sq.ft for MSME
& BPOs with pug and play facilities. Other important projects identifies are Integrated Textile Park with Testing
Laboratory and Certification Center near Bhubnaeswar, Mega Food Park at Rayagada, Sector Specific SEZ at
Paradeep, IT Towers at Mancheswar, ITES Corporate Towers at Chandaka, Flori Culture Export Center , Dry
Spice Technology & Skill Development Center, Hard Ware and Electronics Park near Bhubaneswar. Marine
Food Processing Park near Bhadrakh , 2 nos of Fishing Harbours and Improvement of Infrastructure of existing
Fish Landing Centers have also been proposed. Other Special projects identified are World Trade Center at
Bhubnaeswar and Special Investment Region in Dhamara Port area. All theses identified projects have ample
opportunities for emergence of Micro Small & Medium Scale Industries and boosting up of the export products
of the state. Chief Secretary Sri Patnaik has directed to provide affordable accommodation to MS&MEs in IT
and Corporate Towers.
Chief Secretary has directed MS&ME Department to prepare detail project plans with specific projection
of outputs and put those to Govt for approval. It has also been decided that a team of experts under the leadership
of Sri Panchanana Das, Special Secretary to Govt will present these projects in Regional Meeting proposed to be
convened by Govt of India for their inclusion in ASIDE( Assistance to States for Developing Export Infrastructure
and Allied Activities) scheme.

Sri Satyabrata Sahu, Secretary IT Sri Madhududan Padhi, Special Secretary MS& ME Sri Panchanana Das

Govt to employ scheme for skill development in youths of Maoist hit areas

New Delhi: Government is implementing a scheme for skill development in the youths of left wing extremism affected areas in the country.
The scheme is being implemented in 34 districts of nine states at a cost of around 233 crore rupees.
These states include Andhra Pradesh, Bihar, Jaharkhand, Odisha, Chattisgarh, Madhya Pradesh, Maharashtra and West Bengal.
Around 69 crore rupees have already been released to eight states under the scheme.
The programme has been formulated by the Directorate General of Employment and Training of Labour and Employment Ministry and it came into operation in the financial year 2011-12.
Under the scheme, 34 ITIs and 68 Skill Development Centers are proposed to be established with central assistance to provide long term and short term training.

Bihar bans sale & production of Gutkha containing tobacco

Bihar government has banned the sale and production of Gutkha containing tobacco or nicotine. It has been banned for one year beginning today. AIR Patna correspondent reports that Bihar has become the third state after Madhya Pradesh and Kerala to ban these products.
All those violating the regulations would be punished with one year
imprisonment along with three lakh rupees as fine. The designated
officers and food safety officers have been directed to take necessary
action to enforce the order.
According to latest reports of the Global Adult Tobacco Survey, 54
percent adults are using tobacco in some form or the other in Bihar.
